Hazardous substances Location Test Certificates are required for transferred substances of classes 2; gases, 3: flammable liquids, 4: flammable solids, and 5: oxidisers at the trigger limit levels set out in the Hazardous Substances (Class 1-5 Controls) Regulations 2001 Schedule 3 Table 3 for classes 2,3, and 4. The class 5 quantities are specified in Tables 1 and 2. The regulations can be found at: Click here

Stationary Container Systems (tanks) Certificates for the full range of classes; 2,3,4,5,6,8, and 9, the information is to be found in the NZ Gazette Notice No. 35 with secondary containment in Schedule 9 and dangerous Goods Stores and cylinder locations in Schedule 10. The link can be found at:

Hazardous Substances Search: The end of HSNO Transition 30th June 2006 also signalled the end of the ability for the controlling authority (ERMA) to Gazette Controls. Any changes from now on must be by the more protracted change to regulations involving government. With the exception of those substances covered by the paragraph below, all single component Hazardous Substances have now been transferred and can be searched on through the following link:

30th June also signalled the end of Dangerous Goods Licensing for those Notified Toxic Substances (NOTS) with Class 2 – 5 hazardous properties. We are now in a 2 year period of Transition for substances covered by Group Standards. You can check to see whether the products you use are included at:

Signage: The New Zealand Chemical Industry Council (NZCIC) has available an Approved Code of Practice (ACoP) on signage which provides one means of compliance with the HSNO legislation.
