About us - Company Background and meet the team!
Envirocom (NZ) Limited was incorporated late 2002 for the purpose of offering Test Certification and Approved Handler training pursuant to the Hazardous Substances and New Organisms (HSNO) Act 1996.
The company principle Rex Alexander has been involved with the formulation and development of the HSNO Regulations and Gazetted Controls since the early 1990’s taking part in Ministry for the Environment (MfE) and Environmental Risk Management (ERMA) working parties to ensure the successful commencement of this complex legislation.
HSNO, like all modern legislation is peformance based, sort of a; “this is what we need to achieve, let’s see what we need to do to get there” approach. HSNO replaces among other legislation; the Dangerous Goods Act and the Toxic Substances Act right down through 1.5 metres of paper to something called the Hamster Importation Control Act. Yes, HSNO is complex but the prescriptive legislation it replaces; “these are the rules, you have no option,” was infinitely more complex and increasingly unworkable for industry.
Test Certifiers are a part of the new regime designed to encourage industry self compliance with the certifiers working alongside companies as business advisers. This approach contrasts with the rather hide-bound inspection services of the past. To many of the more helpful and experienced Dangerous Goods Inspectors from both City and District Councils and the Department of Labour, now operating as Test Certifiers, HSNO comes as a breath of fresh air.

Director - Rex Alexander:
The Environmental Management Authority (ERMA) has approved Rex
Alexander as a Test Certifier covering all hazardous substance
classes in common use in New Zealand though all their lifecycle
phases with the current exception of explosives.

Experience and qualifications include; 3 years NZ Army with combat service in explosives and medical, 11 years NZ Fire Service operations with qualification in fire related matters through the Institution of Fire Engineers (UK) including aircraft fire protection and fixed fire fighting installations. 13 years as Senior DG Inspector with the Dunedin City Council. Member of the Otago/Southland HSTLC. I have a University of Otago qualification in environmental studies. Post graduate level qualifications in toxicology and emergency management of hazardous chemicals (of which courses I am an adviser to the University Board of Studies and market). I attended a Masters Level course at the University of Leeds on a Shell Oil NZ Limited / NZ Local Government Authority study grant in "explosion prediction and mitigation in confined spaces." Part of the grant included the study of the health and safety implications of marine oil spill response. |

Director - Glenda Alexander:
Glenda is currently organising services manager and industrial adviser for the NZ Nurses Organisation, nationally based but working from Dunedin. Glenda is an experienced negotiator, an international advocate and conference speaker on health related matters.

Ken Craik:
Ken joins our team out of retirement on a part time as required basis.
Previously involved in the Financial Services and Holiday Accommodation industries Ken was for 25 years active in the NZ Institute of Management and brings a wealth of sound business knowledge and common sense to the organisation |

Nicola Wagstaff:
Our Administration Manager, Nicola is responsible for the general running and administration of the office alongside Kirsty and Kirstin. Nicola and her family emigrated from the UK in 2005 and she brings to the company her, HNC Business and Finance qualifications. Nicola’s varied work over the years starting as an apprentice and gradually progressing to manager level has given her a “Will do” attitude to business.

Kirsty McAnally:
Our IT specialist and admin person along with Nicola, Kirsty is responsible for our network administration, network server and communications systems as well as tasked with building and maintaining our web site on contract. Kirsty comes from a similar IT Support and Administration Role in Australia with First Class Accounts – a franchised bookkeeping service where she was responsible for handling all "information" technology including phone support to over 200 franchisees. |
